what is the order of scripts on login?

I have one server where the login process takes a long time. Normally this is due to DNS timeouts, but in this case it’s not.
I tried with debug messages in /etc/profile and /etc/bash.bashrc, but those are displayed AFTER the long timeout. First I see the /etc/issue text, then timeout, then the two scripts debug messages. So what happens between /etc/issue and /etc/profile?
