Cannot build php，No package 'libxml-2.0' found

I tried to build php 7.4 on Suse 12 sp5, during the configuration process:
“configure: error: Package requirements (libxml-2.0 >= 2.7.6) were not met:
No package ‘libxml-2.0’ found”

Im sure I already installed libxml2, any suggestion?
