Gnome tweak (urgent)

I have three questions. Any one can solve the problema. I just want to
configure Gnome tweak to when another user istalar regain my default
setting

1- Where are the files with the settings GNOME tweak?

2- I just need to know how to forbid the user to create new login when
installing my distro?

3- Or how do I get a file to be applied in all Home directory even
though new users?
