password policy for root

Hi
My customer need add password policy to SLES…I reference these document

it seem only apply password that user change password by hiself.
and I check

it provide 2 point
(1)•The complexity rules are not applicable to the password of the root user.
(2)•The complexity rules are not applicable to the passwords configured by the root user for other users.

Whether these password by root indeed could apply password policy (I believe the third-party software could provide such function…but I just want to search official procedure now.)
