SLES12SP2: mount: "Unit is bound to inactive unit"

Hi,

SLES12 does not boot anymore …

There are one HDD with four partitions:

sda1 SWAP SWAP
sda2 ext4 /
sda3 ext4 /var
sda4 ext4 /tmp

Today when booting its run to the emergency.target. The host is unable
to mount SWAP /var and /tmp. But / is mounted! Even if I try to mount
them manually. =:-ø

Journalctl shows: tmp.mount: Unit is bound to inactive unit dev-disk-by\…

Does anyone have seens this? How is the way to recover?

Unfortunately it has a typo in the title. So it is not easy to find …
