There is nothing special about BackTrack from an OS perspective, since
it is based on Ubuntu. So, the developers grab the base distribution and
add their particular software.

Sure, like 2f4u reply states… Basically, if you can run the tools and packages you are meaning to include on a recent regular openSUSE or SLES installation. Then it can also be built and setup as a SUSE studio application.
SUSE Studio has most of the options and repositories available (not including ones you have to pay for by default, but even those you can get in if needed).
Next to that, you can add custom packages and any type of file you like.
So… if it runs on SLES / openSUSE, you can do it in a SUSE Studio appliance
