Kiwi is a SUSE/openSUSE tool. To my knowledge, it’s not designed for use
with Ubuntu.

kiwi allows you to create different amazing images, not only on the basis of SUSE it can also be on Ubuntu, as for example in this project. I myself use Ubuntu image for Hyper-V build on kiwi.
