Cluster remains in error state after deleting from terraform

After destroying a cluster from terraform on GCP, the cluster remains visible in the UI and cannot be deleted manually.

There are a couple of errors in the rancher log, such as:
message: “2019/12/19 10:17:38 [ERROR] ClusterController c-cnvlr [mgmt-cluster-rbac-remove] failed with : clusters.management.cattle.io “c-cnvlr” not found”

Any idea what could be causing this or how to avoid?
