After enabling SULOG_FILE in /etc/login.defs and touching /var/log/sulog, the log file is not collecting data. I’ve tried to reboot and reinstall the util-linux package. Is there something else I need to do to activate this facility?

Not sure if that is enabled (SULOG_ENAB) on SLE(?) Have you read here about the logging https://documentation.suse.com/sles/12-SP5/
