I have a bare metal server for starting.
I want to create three vm using openstack on it.
Then install Rancher 2.x on bare metal and create a cluster using those three vms.
Is it a good practice?

I think ( as a Rancher user) that it’s not a good practises to mix bare-metal rancher setup + VM.
You might find a setup like your 4 VM on a proxmox kvm VM + Rancher deployment on theses more interesting.
Or just install on bare-metal a cluster with one node with Rancher on top of it on custom port (8080/443)
