SuSE Linux Enterprise Server SP2 w/ active subscription.
I’m trying to compile the latest BIND 9 binaries in which I need openssl header files to do so. But the repository does not contain libopenssl-devel. After some research online I’m seeing that this RPM is only available through another Novell product SuSE Enterprise Software Development Kit. I’m used to having access to devel rpms with other distros no problem. Do I need a different repository or something?

You can either download the SLE SDK and then add the iso image via YaST
add on products, it will add the online and update repositories for
the SDK.
You can check the NCC page for your entitlement under mirrors and add
the relevant repositories manually without downloading the image.
There is a third option, use the open build service
https://build.opensuse.org and use the features there to build your rpm.

So i checked my entitlement under mirrors and the SDK is there. However, since I’m already on SLES SP2, can I just use the repositories below, or do I need to use SLE SDK SP1 first and then go to SLE SDK SP2?

If it’s and upgrade/fresh install then you also need the
SLE11-SDK-SP1-Pool and SLE11-SDK-SP1-Updates.

So when i activated my mirrors, i got a generated user name and password to authenticate to the repositories and then i associated the mirrors to my SLES subscription. However, when i go to add the repository, it says permission denied and to check my NCC for a valid registration but I cannot find where i activate SLE SDK in my NCC like i did for SLES SP2. Please advise.

Normally it’s done via YaST add on products and point to a local iso
image of the SDK.

YaST add on products has a ‘specify URL’ option, shouldn’t that be able to connect to the SLE SDK repository for what I need? So the only way to do this is download the entire SLE SDK iso just for a couple devel RPMs? You mentioned i can used the entitled mirrors for the repository as a second option to downloading the image.

For sure, try the URL, I normally just use the iso image so it’s
present on my system then don’t need to have net access to get files.

Well that’s the thing, i got the generated user name and password to authenticate to the SDK repositories from the mirror entitlement in my NCC (with the mirrors associated to my SLES subscription). But when i go to add the repository, it says permission denied and to check my NCC for a valid registration even though my NCC gave me a user and pass to log in. I will download the ISO regardless but just trying to make it easier on myself to go through the repository.
