Maintenance mode on cluster did not work

Hello All,

There is 2 node cluster, pacemaker-1.1.12 version. Just simple SAP Hana resources:

Master/Slave SAP HANA, Clone, VIP, STONITH.

But when I just type crm configure property maintenance-mode=true, nothing happens; no indication in logs and none of resources become unmanaged.
But setting maintenance more or unmanage each resource individually works.

Any idea?
