I’m looking for a document that contains OS setting recommendations in systems that the SAP app netweaver is being installed. Items like hugepages, cstate configs, necessary patches and packages.

Have a look at the SAP-Notes for SLES 11 from SAP which contains all necessary settings for SAP Netweaver.
As Netweaver is a SAP Application you need to look at the SAP documents.
