I just want to clarify that the only way to installthe NET-SSH perlmodule is to use CPAN.
I have serached with zypper and it seems that I can’t find the module package in the normal repositories.
So I am assumign that you need to install it from CPAN only.
You could check on the Open Build Service, generally most are in the devel:languages:perl repositories, else branch and build yourself, or like you indicate use cpan.

You don’t say which version of SLES you’re using but it looks like the
Perl Net::SSH module is not a standard package with SLES or SUSE Linux
Enterprise SDK.

As there doesn’t appear to be a third-party packaged version of the
module available via the Open Build Service, installing from CPAN would
seem to be your best option. Unless you want to download and install
manually.
