RancherOS v1.0.1 - LTS update

Linux 4.9.24 and Docker 17.03.1-ce

Fixes

  • upgrade to Linux 4.9.24 #1814 - this also fixes sudo shutdown which didn’t work in v1.0.0
  • add docker-init to console init for 17.03 #1815
