Hi,
When trying to Winscp a document to a SUSE 10 server, I recieve an
‘Error code 4’.
I check the services on the linux box and it does list SFTP service as
running.
DO I need to restart it, and if so what is the command?

Is the port open on the server firewall for ssh server?
Some of the commands are;
rcsshd stop
rcsshd start
rcsshd restart
rcsshd status–

Was the connection made in the first place? Is the firewall in the way?
Do other scp/sftp clients work (for example, from the server itself to
itself)?
