What patch can we load in order to resolve the changes made here in
Israel time zone? Where can I download it?

as SLES10SP3 is out of service for quite some time by now, you’d need a special support contract to receive updates. But as you’re asking here, I assume no such support contract exists - which would mean that you need to find out what to change on your system yourself and apply those changes manually.
