When i download the full ISO file(SLE-15-SP6-Full-x86_64-GM-Media2.iso) to installation in the VM, encountered the error:“No operating system was found. Check your startup Disk in the virtual machine settings. if you have not installed an operating system yet, you can chose an installation disc or disc image in the CD/DVD settings and restart the virtual machine”. Urgent, help! try a lot of times,not sure why happened.
The Media 2 downloads contain source code and are not bootable. Instead you should be using a Media 1 download.

Yes you should be able to install without network access.
Unfortunately the important note after step 7 of the install procedure at SLES for SAP 15 SP6 | Installation Quick Start | Installing the operating system refers to a Packages ISO but that hasn’t existed since SLES15 SP2*
"To install a full (but not updated) SLES for SAP system without network access during the installation, use the SLE 15 SP6 Packages ISO image from https://download.suse.com. You can then choose Skip registration on this page and select the SLE 15 SP6 Packages ISO image as an add-on product on the next page. "
Instead you’ll need to boot and use Full Media 1 ISO but you’ll still need to select the ISO as an add-on product.
