Is it possible to upgrade an Azure VM from SLES 11 SP3 to SLES 12 ?
I can not find any documentation about the upgrade on Azure.

An in-place upgrade from SLES 11 SP3 → SLE 12 is NOT supported.
SLES 11 SP4 is not too far away and it will be possible to upgrade a running instance from SLES 11 SP3 to SLES 11 SP4. It is expected that an upgrade procedure from SLES 11 SP4 to SLES 12 or SLES 12 SP1 will be made available in the future.
Ok but I need at least PHP 5.4.
So upgrading to SLES 11 SP4 is not really what I need.
I will recreate my VM using SLES 12.

This is a surprising remark for me, as the docs (and also SUSE engineers I spoke to at SUSECon) mention SLES 11 SP3 to SLES 12 IS supported.
From the docs:
"SUSE® Linux Enterprise (SLE) allows to update an existing system to the new version, for example, going from SLE 11 SP3 to SLE 12. No new installation is needed. Existing data, such as home and data directories and system configuration, is kept intact. You can update from a local CD or DVD drive or from a central network installation source. "
and
" Supported Upgrade Paths for SLE
SUSE Linux Enterprise supports direct upgrades from one release to the next. For example, if you currently run SUSE Linux Enterprise 11 SP2, you will upgrade in two steps, first to SUSE Linux Enterprise 11 SP3 and then to SUSE Linux Enterprise 12. "

Has something changed in regards to the 11SP3 tot 12 upgrade?
