Why is Continuous Delivery not available in Local Cluster

I have setup a K3S cluster and deployed Rancher into it to provide a HA cluster.

I can’t find a way to use the cluster in Rancher’s Continuous Delivery solution.

How do add my Cluster to Continuous Delivery?
