I had noticed that most of 32bit devel packages are missing (not available) in 12.
pam-32bit-devel as exampel.
Any idea if they will be added later on or is there no plans to add these packages ?

Since 32 bit support is dropped for SLE 12 aside from libraries. I
would guess this includes the dropping of the relevant devel packages
from the SDK.
You may need to raise a SR to confirm/get re-added.
