can i go directly from version 1.6.12 to 2.x with an external database (mysql)?
In the current environment, only one Cubernetes cluster has been set up.

No, 2.1 is supposed to have 1.6 upgrade tools.
“Rancher 2.1 will be primarily focused on adding tools to assist in migrating Rancher 1.6 users onto the new Rancher 2.0 platform.”
2.0 doesn’t have any upgrade path from 1.6.
