i noticed that SLES11 SP3 has GNU bash, version 3.2.51(1)-release (x86_64-suse-linux-gnu)
are there any plans for providing bash 4 in sles 11? (besides compiling by hand the source).

You won’t get an official answer here because forums are not an official support channel, but I would not expect of SLES 11 SP3 or even SP4 to ever get bash 4. Such a major version update would go against the concept of stability that is one of the main reasons to use SLE.

Not really sure, but 4.3 is available for SLE 11 SP3 from the OBS
shells repository;
http://software.opensuse.org/package/bash
Unsupported of course…

Also note that SLE12 does include Bash 4.2.
