How do I get these packages so I can build an openstack image for our private cloud?
I have heard that you need to be subscribed to the suse cloud repository is that correct?
Or can I get these tools from elsewhere?

Which version of SUSE Linux Enterprise Server are you running?
With SLES12 the cloud-init package is available via the Public Cloud module:

Thanks for the reply It seems the IBm ICo “needs” these packages to be able to deploy guests.
So I will keep digging.
