Data Recovery - Partition Problem

I’m looking for a non commercial utility that can recover data AND retain
the directory structure and filenames for a usb external disk that has a
partition problem.
I have found utilities that can recover the data but lose the filenames or
the folder structure.

What kind of filesystem is/was on the drive?

What you might look at is some of the OSS forensic analysis tools that
are available - that’s probably going to be the best option.

sleuthkit.org might be a good starting point.
