how to report an issue

After moving to SLES 12 SP3 from SLES 12 SP2 we observe ‘kernel panic’ error with reboots under certain conditions. How can we report a bug on SLES 12 SP3?
It seems accepts only SLES 15 issues.

The easiest way is to open a Service Request with SUSE, and probably
upload a supportconfig (run ‘supportconfig’ as root) archive which will
provide a lot of useful system information to duplicate the issue. Also
describe the hardware, including virtualization details if applicable, and
the history of the box, plus your ability to duplicate it on a new system,
or another upgraded system.
