I recently upgraded my SLED 12 SP3 VM, it had a fixed IP address controlled by Wicked. After upgrading, network wouldn’t start. I had to shutdown NM manually; I tried to change network configuration in YaST with no effect, until I removed NM packages altogether.

Hi and welcome to the Forum
Did you check in YaST Network Settings on the global tab that wicked service was selected? Else just disabling the systemd network manager service should have sufficed.
