I experienced this same bug. After a bit of analysis, I realized that
for some reason, NTP configuration also updates “/etc/resolv.conf” !
I had manually modified my resolv.conf, so NTP crashed. When I renamed
my resolv.conf to resolv.conf.manual - and ran NTP configuration again,
it ran to completion successfully. BTW, it does recreate resolv.conf
based on your network settings…
