Test Tool CPU_Frequency_Test question

I used Suse provided CPU_Frequency_Test tool on RaptorLakePS CPU, failed on Error: CPU4’s turbo frequency is less than equal to 2601000 Hz.
It seems the test frequency is too high.
I tested in SLE15SP6, CPU is i7 RaptorLakePS on Intel CRB.
